This pack is called Texture Pack Custom Capes and it is actually a resource pack giving players the possibility to add custom capes and to create new ones.

Because we realize that describing how this pack works may confuse you even more, we thought that it would be better to provide some video lessons where you will be able to see and learn how to add, apply, and change the available custom capes.
